Fifth Star Public Affairs was founded with the notion the next star on Chicago’s iconic flag could stand for anything, including you. We specialize in community outreach and public affairs for high-profile projects by recruiting stakeholders, messaging and media relations, as well as anticipating problems so that we can build strategies to avoid them. We believe that every challenge is really an opportunity in disguise.
With experience handling both small and large real estate projects, we specialize in helping developers build support for their projects by identifying stakeholders to contact.
With experience in surface transportation (road & rail) we are able to help navigate the complexities of building support for transportation policies.
A niche market of particular interest in Chicago when it comes to working with your neighbors and local Alderman, we build support for a new business, or assist in being a "good neighbor" when it comes to disruptions caused by construction.
Clint has been working in state and local government issues for twenty years, primarily focused on real estate and transportation issues. His career began working for the Illinois General Assembly focused on matters pertaining to local government, and then leading the public affairs team at the Regional Transportation Authority (RTA), where he successfully created and implemented a two-year campaign to build support for the elimination of the Governor Blagojevich-created Seniors Ride Free Program. Since 2011 he has been a self-employed public affairs consultant helping clients increase their brand awareness and better communicate with their stakeholders and local opinion leaders.
He has a Bachelors in Public Relations from Illinois Wesleyan University (2001), and a Masters in Public Administration from the University of Illinois at Chicago (2014). When not hard at work for his clients, he can be found along Chicago's lakefront, or at his local gym.
March 2020 - September 2021
The Metropolitan Planning Council (MPC) is a regional non-profit planning organization for northeastern Illinois that performed an exhaustive “Toward Universal Mobility” report on how the public transportation system serves people with disabilities. The exhaustive year-long effort included countless interviews and immense data collection to review the system and provide 33 actionable recommendations so the system can better meet the needs of people with disabilities. Sabin was hired to provide policy advice given his experience working for the Regional Transportation Authority, as well help in editing and publicizing the report to Chicago media. Sabin spearheaded the project from an early draft version to final design and printing, and then created a media strategy that garnered wide coverage of the report’s release on Chicago television, print, and radio.

September 2018 – September 2021
Sabin assists a growing technology infrastructure design and installation firm with expanding its private sector services, specifically into real estate development as modern buildings more heavily rely on technology for basic functions. Sabin monitors and tracks projects as they work their way through the approval process, and identifies which ones may benefit from Level-1’s services, and makes introductions between the development team and Level-1’s engineers.
May 2018 – June 2019
Hired as a subcontractor to Sphere PR, Sabin provided local community outreach and media relations for a developer that was rehabbing a deplorable single room occupancy building in Chicago’s uptown neighborhood, where there was local resistance to change. By using proactive strategies Sabin was able to work with the community to build support to renovate a century old building that was in need of preservation before being torn down.
November 2017 – September 2021
Sabin was hired by Chicago start-up company uGRIDD which provides GIS data management and mapping solutions to a variety of engineering, utilities, and transportation agencies. Sabin was able to identify a solution needed for local governments, particularly smaller local governments, who have the need for GIS systems, but lack the funds for a dedicated department.
June 2015 – September 2021
Sabin has been consulting for the Chicago Central Area Committee (CCAC) in a variety of roles over the years providing administrative leadership, strategic thinking, stakeholder relations, and communication services.
October 2013 – February 2015
Serving as a member of the Alderman’s district office team, Sabin was responsible for tracking all of the major development project and public infrastructure improvements throughout the city’s central business district. That included nearly fifty different skyscraper development projects such as the renovation of the former Chicago Athletic Association building, and the Rehabilitation Institute of Chicago, and multiple transportation projects such as the Riverwalk, Washington/Wabash CTA Station, Jane Byrne Interchange, and the Navy Pier Flyover. For these multi-year projects Sabin perfected the art of ensuring local residents and impacted downtown businesses were able to play for the disruptions to their daily lives and business operations caused by construction.
May 2013 – February 2014
This community health center on the northside, which specializes in providing HIV/AIDS care to patients without insurance, as well as culturally competent care to a variety of underserved populations, needed assistance understanding the revolutionary changes to the healthcare industry in the Affordable Care Act (“Obamacare”). Sabin worked with their medical professionals and billing departments to understand the shift in financing for healthcare, and then led the effort to educate the center’s staff, patients, donors, and stakeholders of what opportunities there were to improve care.
June 2012
When a northside Alderman asked for assistance in convincing the Chicago Transit Authority (CTA) to make improvements to several rapid transit stations in his community, but whose requests were repeatedly denied, he asked Sabin to develop a strategy to convince the agency to change their minds. Using his experience from a leadership role at the Regional Transportation Authority (RTA) Sabin worked with the Alderman’s team to set realistic expectations for what changes were economically possible, and then convinced the CTA to adopt a non-traditional strategy for construction work that allowed the changes to be made with existing funds. By building public support for a total closure of each station for weeks at a time, the agency was able to make improvements without the burden of customers interacting with construction equipment. The approach has since become a standard cost saving strategy for the CTA.
